Dept of Planning & Permitting's Reasons for Opposing ADUs

I recently discovered a 2011 memo from the Honolulu Department of Planning and Permitting to the City Council. It details the reasons why the Dept opposes ADUs in Honolulu and points out some interesting questions that not yet addressed in my research.
